We write to express our strong support and endorsement of Congressman Ritchie Torres for his unwavering commitment to the residents of the New York City Housing Authority (NYCHA) and public housing communities across New York City.
Congressman Torres does not advocate for public housing from a distance; he grew up in NYCHA. He understands firsthand the realities of mold, neglect, broken boilers, unreliable elevators, and the systemic disinvestment that has plagued public housing for decades. His advocacy is personal and tireless.
As Chair of the New York City Council Committee on Public Housing, then-Councilman Torres brought unprecedented scrutiny to NYCHA leadership. He held high-profile oversight hearings on lead paint compliance, deteriorating building conditions, and executive accountability. Under his leadership, the City Council held its first-ever hearing inside public housing, a moment that ultimately helped unlock a $3 billion FEMA investment. He challenged excessive executive compensation, exposed governance failures, and consistently demanded transparency for tenants.
In Congress, his commitment has only intensified. As a member of the House Financial Services Committee and its Subcommittee on Housing and Insurance, Congressman Torres has continued rigorous oversight of NYCHA and federally assisted housing. He has secured tens of millions of dollars for NYCHA developments across the Bronx, funding critical infrastructure upgrades, mold remediation, plumbing repairs, broadband expansion, playground improvements, and life-saving fire safety upgrades.
Following the tragic Twin Parks fire that took 17 lives, Congressman Torres led bipartisan legislation, the Empowering the U.S. Fire Administration Act, which was signed into law by President Biden to strengthen federal fire investigations and prevent future tragedies. He brought a congressional committee hearing directly to the Bronx to examine fire safety failures and demand reforms in federally assisted housing. He has consistently pushed NYCHA to address safety concerns at developments such as Mitchel Houses, Butler Houses, and others.
He has fought corruption within NYCHA, calling out the mass bribery and extortion scandal and introducing legislation to increase transparency and accountability in public housing contracts. He has defended tenants against devastating federal rental assistance cuts and policies that would displace hundreds of thousands of residents. He has consistently pushed for safe living conditions, modernization, electrification, and meaningful investment, not empty promises.
Congressman Torres has been one of the most persistent, outspoken, and successful advocates for NYCHA residents, whether from City Hall or Washington, DC. His record reflects tireless oversight, meaningful legislative action, and real funding wins that improve the daily lives of tenants.
